Of course inclusion represents one important topic in the e-governmnt. PA has to take care about the citizens diversity.

Is the time to support inclusion with proactivity?

I agree. Inclusion should be a topic where research should present recent findings. There are quite some research and implementation projects currently going on. So I suppose there are concepts and solutions around. Bringing in the aspect of proactivity sounds very appealing!

Pro-active is a very diffecult research topic, as there is no single solutions and not always desired (i.e. can be viewed as government spam).

I agree that pro-active is a very difficult research topic. For such reason it should be an interesting challenge!! I don't think that it can be viewed as government spam.
