Current e-goverment business models are largely focussed within organizations and sometimes cross-organizational. The next challenge will be the creation of cross-national business models.

The first problem is to set standards for communication, for data exchange and those standards to be valid in EC. The second problem is integration of IS because of using various formats of data. Here the techcnical problems are at least.
