The 4th Forum for the Future of Democracy organized by the Council of Europe is held in Madrid (Spain) on 15-17 October 2008. The debates will focus on the use of ICTs for enhancing democratic processes and to create new spaces for information, deliberation, consultation and transaction between government and citizens, and between citizens themselves. The Forum will elaborate opportunities and risks of e-democracy and discuss examples of how ICTs can contribute to an inclusive democratic practice alongside traditional forms of political participation.
